自由党资深国会议员、原渔业部长Dominic LeBlanc改任政府间事务部长，处理自难民问题以来联邦与各省之间的紧张关系。
原遗产部长、来自蒙特利尔的Melanie Joly，改任旅游、官方语言和法语部长，为自由党的魁省团队在其大本营魁省做好大选准备。
原自然资源部长Jim Carr改任国际贸易部长，他将协助开拓加拿大在美国以外的贸易市场。Carr将负责与中国开启自贸谈判，推动加拿大与欧盟的自由贸易协议，以及加深与拉丁美洲的经济整合。
原国际贸易部长Francois-Philippe Champagne改任基础建设部长。
原基础建设部长Amarjeet Sohi改任自然资源部长。原公共服务和采购部长Carla Qualtrough 担任原职并兼任无障碍（Accessibility）部长。
改组也增加了五个新的部长，前多伦多市总警察长Bill Blair出任边境安全和减少有组织犯罪部长，汉密尔顿的Filomena Tassi担任长者部长。Jonathan Wilkinson出任渔业、海洋和沿海保卫部长。
另一位内阁新人是来自蒙特利尔的资深议员、前政府党鞭Pablo Rodriguez将担任遗产和多元文化部长。
华人议员伍凤仪（Mary Ng）出任小商家与出口促进部长。
伍凤仪原任杜鲁多的总理办公室官员，在去年3月万锦-康山（Markhm-Thornhill）选区补选中击败对手，赢得自由党候选人提名，代表该党角逐前移民部长麦考廉留下的众议院议席。麦考廉改任驻中国大使。
去年4月，伍凤仪代表自由党，在万锦-康山选区补选中胜出，成为大多伦多地区继陈家诺、谭耕和陈圣源之后，第4位华裔联邦国会议员。
伍凤仪是香港移民，过去二十年里先后在安省政府和联邦政府任职，竞选前在总理办公室担任公共任职主任。
其他一些关键部长职位没有变动，包括外交部长Chrystia Freeland、财政部长Bill Morneau、公共安全部长Ralph Goodale、创新部长Navdeep Bains和国防部长Harjit Sajjan。
此次改组后，杜鲁多的内阁成员共有35人，包括杜鲁多、17名女性部长和18名男性部长。
